Lindsey or Lilah?

In the end, who was the most evil?

Definitely Lilah.

Lindsey had his whole arc of not being 100% sure whether or not he was on board with Wolfram & Hart, such was never the case for Lilah. She was unapologetic about being bad and I love her for it.
 
Lindsey kinda thought what he was doing was right sometimes. He has a legit conscience, and Lilah, in the best way, just doesn’t care. Weslah changes her quite a bit though in its short run. It’s annoying, but perhaps fitting, that she dies without the chance at real redemption.
 
That's a good question. It is true that Lindsey had some regrets in season 1 but he always chose to go back to Wolfram&Hart. While being scared of change and seduced by financial security is normal, doing so at the cost of working for an evil law firm isn't, so I don't have any compassion for Lindsey. Lilah also had her reasons for working there: she liked a comfortable lifestyle and was providing for her mother. Lilah always did what was asked of her and she did it well. She wasn't a moral person nor did she care to be. She did what was required of her and was often amoral rather than imoral. Although Lilah took pleasure in destroying Angel and was a cynical, she never did seem to take pleasure or feel remorse for her actions. On a whole, she was a survivalist (albeit an evil one) who did her job, and did it well.

Lindsey, who knew the distinction between right and wrong and cared, often chose wrong. I believe that is more dangerous than someone who is indifferent to morality while accepting the evilness of her actions.

Lindsey, in the end, was power hungry. He knowingly chose evil every time he was given a choice: the Wolfram&Hart promotion in season 1, Darla in season 2, taking down Angel in season 5. He was confused, unlike Lilah, for he did care about morality, yet his confusion just made him more dangerous, unbalanced and unpredictable. His actions, in the end, were catastrophic as he was involved in a complicated scheme to destroy both the good and the bad guys and cause an upheaval. He was corrupt and power hungry which made him worse than Lilah, imo - though it's hard to tell, of course.
 
Also, I just remembered something:

Lindsey, after helping save some children in Blind Date, instead of feeling the rush of doing something good, willingly went back to an evil law firm who killed children, just for some extra money and power.

Lilah, after caring for someone else (Wesley), actually spared Lorne and was nice to Angel about Connor (Home).

That tells you a huge deal about Lindsey vs. Lilah. Lindsey is so power hungry he ignores guilt and helpless little children. Lilah, on the other hand, does try to kill Connor but only on orders. She didn't care either way. She's a bit of a nihilist. She chooses evil because it's easier. Her lack of connections make it easy for her to choose so. Lindsey, on the other hand, would do anything for more power and is capable of ignoring his own conscience. I don't know why, but to me, that just makes him worse.

Interesting points, that’s a new twist on Lindsey’s moral conflicts and you’re right that he did often choose wrong.
It always felt that Lindsey fell into evil and enjoyed a lot of the perks while Lilah deliberately set out to embrace evil and made it work for her. Neither of them are good but Lindesy did walk away at one point and I don't thin Lilah ever did.
 
Lilah mentions that in exchange for her service to W&H, her mother would get the best of medical and elder care. Lindsey does not seem to have any corresponding debt to the company. He was able to walk out whereas Lilah could not.
 
I always thought of Lilah as the evil one out of these two. She embraced evil and everything that came along with it and did it with a song in her heart.

I always thought of Lindsey as a lost soul. Someone who stumbled into this lifestyle and didn’t know how to get out and stay out. He didn’t have a true sense of who he was and I feel that led him to become overly obsessed with destroying Angel. I also thought he was jealous of Angel and what he stood for. No matter how hard he tried, Lindsey could never demand such presence, power and control that Angel did, nor could he get the same amount of respect. I also think Lindsey wishes he could have a true purpose, like Angel had in his mission against evil.
 
Here's the thing I love them both but Lilah was deffo more evil in the best way. Like she said in the episode "Billy" to Cordelia that she doesn't switch sides like Lindsey McDonald.
Lilah was evil but she was a great villain. She often wanted to embrace evil like the previous posters mentioned while Lindsay fell into it imo.
Lindsay often helped the group, he knew what was right & he could've been a valuable asset to the group if he was given the chance.
Lindsey always seemed like an anti villain to me. A villain who sometimes does good things while Lilah was mostly a villain to me.
 
What I remember that makes me think Lilah is more evil is that she talked about cutting up infants and later an older Connor, and can't forget how she was involved in setting up Bethany for all sorts of traumatic experiences while also letting Beth stay with her, pretending to be her friend and mentor (and as she said in that episode to someone, "One more excuse from you and I am going to bury you alive, next to my house so I can hear you screaming"). Lindsey did horrible things as well, but he had a conscience to wrestle with, and it was him instead of Lilah who went to Angel to save 3 blind children, even sacrificing his career and putting himself in mortal danger to do so. It's just season 5 Lindsey clouds the issue for me.
