I don’t think any show should ever change stories / characters based on fan feedback. All shows should have a vision and if you start changing that to curry favour with the fans you are going to lose it.

And sticking to a vision wont always lead to a good show, but not sticking to it will tend to lead to an even worse one.
BTVS was guilty of doing that on the odd occasion..

Exhibit 1 - Spike

There are many shows that changed plot or characters due to fans approval or disapproval which made the shows a whole lot better. Just because you let fans dictate where your story goes sometimes isn't inherently a bad thing.

Spike totally made BTVS funnier. But, I never saw how Spike made it better. Too much of the world building & mythology & too many metaphors had to be warped out of recognition & the morality had to be trashed to keep him. NOT. WORTH. IT.
I think that they rushed Willow & Kennedy way to fast . Plus if they felt like they had to they could have keep it low key . But it looked like
Kennedy was telling Willow what to do & that was for me the last straw .

Getting back to Kennedy.....

While I liked the actress, I found the character to be uppity & entitled & too lacking in self-awareness to be comedic or even likeable.

I also found killow/winnedy to be rushed & really lacking believability. There was just too much wrong shown without enough right shown to balance it out.

Without Killow, I think Kennedy would have been an ok character. A smart, motivated, aggressive lieutenant to general Buffy. Kennedy did some really bad things - Chloe - but, as a completely untrained & inexperienced subordinate leader, I can make some allowances.....

Thoughts?

If a Kennedy came onto me like that in real life, it would end badly--for Kennedy. I disliked The Killer in Me for multiple reasons. While Kennedy wasn't the biggest reason why, she and Killow (as it was portrayed) is part of why I dislike it.
