Darla damned Angel as soon as she entered his life; how does that indicate any kind of 'true love'? How does one define true love?
Look, I very much like the dynamic between Angel and Darla- its very twisted and interesting (even if one considers Angel and Angelus as distinct entities) and leads to good stories, but I don't really see 'romantic' love there.
Weird co-dependance? Sure, seems to be a thing with immortals that they fixate on an individual for ever and ever even if the other person hates them, has tried to kill them or represents everything they stand against.
Hot take; Angel does not have a true love, his existence as a champion of the higher powers puts him beyond such petty considerations as mere romantic entanglement. He is driven by higher mythic guiding principals of atonement, redemption, the eternal struggle between good and evil.
Another hot take; Darla was not a very good person, either with or without a soul and her one good, redeeming act was to sacrifice herself for her son.

Nah. Dru explained that what vampires call "love" isn't normal, healthy, human love - as depicted, it seems more like ownership of a thing - and, according to the Judge, Angelus lacked any essence of humanity. As Angelus, he literally couldn't love Darla.
As Angel, with a soul, he was capable of feeling something from her, but what he felt was both positive and negative, and the negative was enough stronger than the positive that he was able to stake her the first time. Yes, their bond may have been strengthened in Angel when she started being affected by a soul too, but that was always going to be a fleeting thing.

Look, the soul canon has some inconsistencies, but Angelus being utterly inhuman and incapable of love, if not outright disgusted by the concept, is not one of them.
